Turnkey vs. Shell-Only Cleanrooms: Understanding Total Project Responsibility and Hidden Costs
Let’s say that you have two quotes land on your desk for the same modular cleanroom construction project. Both are for the exact same square footage and ISO classification. But the numbers are far enough apart that you do a double-take and check the math. Twice.
Your first instinct might be that one vendor is padding margins, or the other is cutting corners you haven't spotted yet. And sometimes those things might be true.
More often, though, the real difference has nothing to do with quality and everything to do with scope. Instead of comparing two prices for the same project, you're really comparing two different definitions of what modular cleanrooms can actually include.
The gap tends to surprise even experienced facilities teams, because nothing on either proposal says “this quote assumes you’re also handling five other vendors yourself.” That tends to be implied by what’s absent, not stated by what’s present. Reading a cleanroom quote well means reading for what it doesn’t mention almost as much as what it does.
This distinction shows up under two important labels in the modular cleanrooms industry: turnkey and shell-only. But once you understand what each actually covers and who's responsible when something goes wrong, you'll read every quote that crosses your desk differently. And that can save you a ton of headache and frustration.
What "Shell-Only" Actually Means
A shell-only vendor handles a single piece of cleanroom construction, which is delivering and installing the panel structure for your modular cleanroom. That's the scope, full stop. Your walls go up, the ceiling grid gets set, and the door frames get hung. What happens after that is on you.
MEP work (mechanical, electrical, plumbing) isn't included in shell-only. Neither is HVAC integration, controls, permitting, or certification support. You're bringing in an electrician, an HVAC contractor, a controls specialist, and whoever handles your validation testing, and it falls on you to make sure all of them show up in the right order.
For some facilities teams, shell-only modular cleanrooms are a completely fine arrangement. If you already have trusted trade relationships and someone with the bandwidth to manage a multi-vendor project, shell-only gets you a lower upfront price and lets you control who touches which piece. That has obvious appeal for certain situations.
The catch here is that "lower upfront price" and "lower total cost" aren't the same claim, and many shell-only quotes don’t make that distinction clear.
What "Turnkey" Actually Means
A turnkey design-build vendor holds the entire scope of cleanroom construction under one contract, covering every phase of delivering modular cleanrooms. Design, MEP, integration, controls, permitting, validation, and certification all fall under the same general contractor.
Practically, that means a single company is accountable for handing you a finished, certified room. Not a set of panels that might eventually become a certified room once you've coordinated five other parties. If the HVAC system doesn't integrate cleanly with the controls, that's the contractor's problem to solve, not a phone call you have to make to two different vendors while they point at each other.
This is often described as having "one point of contact," and it's worth taking that phrase literally. When something goes sideways mid-project, you have exactly one number to call, and that party has already agreed to own the outcome.
Where the Hidden Costs Show Up
The word "hidden" does a lot of work in shell-only modular cleanrooms projects, but it's rarely because anyone is being deceptive. Rather, this is because coordination costs tend to show up three months into the project, instead of on a panel installation quote. These include matters like:
- Schedules that were never actually a single schedule. Multiple vendors working independently means delays compound instead of staying contained. This is when the electrician finishes two weeks late, which pushes back the controls specialist, which pushes back your certification date. No single party was ever contractually responsible for keeping that chain on track, because no single party owned the chain in the first place. You end up doing the project management work of a general contractor without the authority or leverage that one actually has over subcontractors.
- Responsibility gaps that show themselves at the worst possible moment. If a room fails validation, someone then has to identify which vendor's work caused the failure before anyone can fix it. With five separate contracts, the analysis and conversation can take longer than the actual fix. Each vendor has an incentive to point at someone else's scope, and you're the one left mediating a dispute between parties who don't answer to each other.
- Scope that nobody actually quoted. Facilities teams often assume "the electrician will handle that" about something nobody put in writing. It's not until the pre-installation walkthrough, or worse, the final walkthrough, that anyone realizes a piece of the project has no owner at all. Controls integration is a common casualty here. It sits at the intersection of HVAC and electrical work, and in a shell-only arrangement, it can easily fall into the gap between two subcontractors who each assumed that the other covered it.
- Change orders that multiply instead of consolidating. When a spec changes mid-project, a turnkey GC absorbs that change into one revised plan. In a shell-only arrangement, that same change might touch three separate vendor contracts, each with its own change order process, markup, and timeline impact.
- Documentation that has to be assembled instead of delivered. Certification requires a paper trail. Equipment specs, installation records, testing data, and validation reports all need to line up. A turnkey GC hands you one package because they generated all of it under one roof. In a shell-only project, that documentation is scattered across four or five vendors, each with their own recordkeeping habits, and someone has to chase it all down and make sure nothing’s missing before an auditor asks.
None of this means shell-only is a bad choice. It just means the coordination work has to happen somewhere, and with shell-only, that “somewhere” is usually your desk.
When Shell-Only Actually Makes Sense
Fair evaluation means giving this model its due. If your facility already runs a strong internal project management function, and you have existing, reliable trade relationships for MEP and HVAC, shell-only modular cleanrooms can work quite well. Simpler rooms with lower classification requirements and less complex controls integration also lower the coordination risk considerably.
Think about a facility that’s expanded cleanroom space twice before, using the same electrical contractor and the same HVAC firm both times. The team already knows how these pieces fit together. They’ve done the coordination once, learned where the friction points are, and built a relationship with trades who understand the facility’s specific quirks.
For them, shell-only is a process with a known outcome, not a risk, and paying for a GC to manage coordination that they can already manage themselves would be paying twice for the same expertise.
Along with experience, the shell-only model rewards teams that have the internal capacity to manage it. If that's your team, the lower price point is a legitimate advantage, not a trap.
The mistake facilities make isn’t necessarily choosing shell-only. Instead, the mistake is usually choosing this direction without an honest assessment of whether your team matches that description, or assuming management will work the same way it did last time if the trades, the timeline, or the room’s complexity have changed since then.
Understanding the Scope of the Cleanroom Contractor
Every cleanroom construction quote should answer a short list of five important questions before you sign anything:
- Does this quote include certification, or does it end at panel installation? Many shell-only projects are considered complete without even mentioning validation, because validation was never part of the scope to begin with.
- Who owns HVAC integration, and is that written into this contract or assumed to be handled elsewhere? Get the answer in writing. "We coordinate with your HVAC contractor" is a different commitment than "we install and integrate your HVAC system," even though both can sound reassuring in a sales conversation.
- If the room fails validation, who is contractually responsible for the fix? This question tends to produce the most revealing answers. A vendor with a clear response has thought about failure modes already. A vendor who hasn't is telling you something about how this project will go if anything doesn't work on the first try.
- Is there a single point of contact if something goes wrong mid-project, or will that be you? Ask this one directly, because the answer determines whether you're hiring a contractor or hiring yourself for a second job.
- What happens to warranty coverage across trades? In a turnkey contract, the warranty typically flows through one party. In a shell-only arrangement, each vendor's warranty covers only their own piece, which means a failure at the seam between two vendors' work can become a dispute about whose warranty applies. Something to think about when considering which path to take.
Ask these upfront and see how the vendor answers. Vendors that are confident in their scope will usually have their answer before you finish the question and give it to you directly.
Vague answers or ones that shift responsibility to “the customer’s other contractors” tell you something important about what you’re actually buying. It’s worth hearing that before signing any contract.
The Real Comparison
At the end of the day, neither model is universally correct.
Shell-only can be the right call for certain teams, like ones with the internal bandwidth and trade relationships to manage a multi-vendor cleanroom construction project well. But turnkey removes that coordination burden entirely by keeping design, MEP, HVAC, controls, and certification under a single contract, schedule, and point of accountability.
What matters is knowing which one you’re actually signing up for before the first panel ships, not discovering it when a certification date slips after three vendors have already worked on it and nobody on the project owns fixing it.
The cheapest quote and the most complete quote are often not the same, and the gap between them is measured in who owns responsibility after the contract is signed. So, before you compare another set of numbers side by side, compare the scope those numbers actually represent.
Ask the five questions above of every vendor on your list, and pay attention not just to the answers but to how quickly and directly they come. That's the comparison worth making before you sign anything, and it's the one that will save you the most time three months into the project.
